ورشة عمل ناقشت مؤشرات الاداء لعام 2007 وسير العمل في المستشفيات الحكومية


نظمت وزارة الصحة العامة، قبل ظهر الأربعاء الواقع فيه 16/04/08 في قاعة محاضرات مستشفى رفيق الحريري الجامعي، ورشة عمل لمناقشة مؤشرات الاداء لعام 2007 وسير العمل في المستشفيات الحكومية وتطوير اداء عمل هذه المستشفيات.
حضر الورشة وزير الصحة المستقيل الدكتور محمد جواد خليفة،المدير العام للوزارة الدكتور وليد عمار ومستشار رئيس الحكومة بسام تميم ورؤساء مجالس ادارة المستشفيات واعضاء مجالس الادارة ومدراء عامون ومدراء ومفوض الحكومة لدى هذه المستشفيات.

الوزان
افتتحت الورشة بالنشيد الوطني، ثم كانت كلمة لمدير عام مستشفى رفيق الحريري الحكومي الدكتور وسيم الوزان الذي اشار الى "ان الورشة تتزامن مع مرور 3 سنوات لبدء العمل في المستشفى، متمنيا الخروج بتوصيات عملية واقتراحات جدية تحقيق غاية المؤسسات الصحية التي انشات من اجلها.
واعتبر "ان التحديات كثيرة والحاجة ملحة الى تحديث القوانين لتنظيم العمل وتأمين معايير الجودة لمواجهة المرحلة المقبلة على الصعيد الاستشفائي خصوصا في ظل الاحوال الصعبة التي نمر بها".

الوزير خليفة
ثم تحدث الوزير خليفة، مشيرا الى "ان تطور العمل في المستشفيات الحكومية هو مفصل كبير لموضوع المستشفيات العامة وللنظام الصحي في لبنان عموما". وشدد على "ضرورة تنفيذ سياسة الدولة الصحية وترجمتها الى عمل فاعل للوصول الى الغاية المطلوبة".
واعتبر "ان المرحلة ليست مرحلة عادية، انها مرحلة تقييم القرار في اطلاق عمل المستشفيات والنظام الصحي فيها"، لافتا الى "ان هذا النظام غير قادر اليوم على الاستمرار وفق النهج المتبع وفي ظل الصعوبات المطروحة، خصوصا واننا نشدد على مستوى الخدمات المطلوبة".
وشدد الوزير خليفة على "ان النجاح يكمن في رسم سياسة صحية سليمة عنوانها مشروع التأمين الصحي الالزامي الذي اتخذ في بعض الاحيان منحى الجدل السياسي". وطلب من "اصحاب الرأي الذين لا يملكون بديلا عن هذا المشروع السكوت او الاتيان بمشروع بديل، خصوصا وان على الدولة مسؤولية تطبيب المواطن".
واشار الوزير خليفة الى "ان المستشفيات الخاصة فشلت في التزام الطبابة ولم يؤد هذا الالتزام الى الغرض الذي من أجله لزمت الدولة الطبابة للقطاع الخاص لاسباب عديدة ابرزها العجز المالي، عدم احترام العقود والفوضى".
وتحدث الوزير خليفة عن شبكة المستشفيات الحكومية، التي بلغ عددها 29 مؤسسة ناجحة طاولت خدماتها اكثر من 40% من الشعب اللبناني".

وأمل الوزير خليفة "ان تتمكن المستشفيات عام 2008 من تقديم الطبابة الى 50% من الشعب اي مناصفة مع المستشفيات الخاصة، خصوصا وان المستشفيات الحكومية بدأت بتقديم الطبابة الصعبة".
وشدد على "ضرورة تفعيل مهام المستشفيات العامة ورفع مستوى ادائها عبر تفعيل الادارة المالية والمحاسبية بهدف ترشيد الانفاق واعداد مشاريع الموازنات وقطع الحساب والبيانات المالية. وليس عبر قيام بعض رؤساء مجالس الادارة بزيارة السياسيين الذين لا يقدمون على فتح المستشفيات، وعلى مجالس الادارة ان لا تمارس السياسة عليها ممارسة سياسة صحية سليمة، لان النجاح يقاس بالارقام والاداء والتطور وان المفهوم الشخصي لا وجود له في ادارة المستشفيات".
ولفت الوزير خليفة الى "ان شبكة المستشفيات الحكومية تحتاج الى ان تتكامل مع بعضها البعض، والعمل على وضع دفتر شروط لاستدراج عروض وتكليف مؤسسات عالمية لوضع تقارير كل شهرين عن عمل المستشفيات وفق المعايير العملية، وضبط عملية المشتريات وتعزيز آليات الصفقات العمومية وتفعيل العلاقة مع ديوان المحاسبة".
واشار الى "ان لا شركات خاصة داخل المستشفيات الحكومية ولا سوبرماركات، هناك رقابة وأصول يجب اتباعها في كل الاعمال. وان قطاع المستشفيات، هو قطاع كبير وغير منفصل عن الدولة ينفذ سياسة عامة صحية للبلد. انه شبكة طبية متخصصة".
وهنأ الوزير خليفة بعض مجالس الادارة للجهود المبذولة، وتمنى على مجالس اخرى "التخلي عن المشي البطيء وتأمين الخدمات المطلوبة"، مؤكدا "ان هناك مستشفيات ممتازة انسجاما مع الموازنات التي تعمل في ظلها".
وشدد الوزير خليفة على "ان تقديم العناية الصحية والتعليم للمواطن،أهم مورد بديل عن زيادة الاجور بشكل مستمر، ونأمل ان نحقق ذلك في وقت قريب".
وطالب مجالس ادارة المستشفيات العامة "بالسهر على اعتماد معايير اداء جيدة وزيادة عامل الثقة بهذه المستشفيات لان خيار المواطن ضروري في هذه الحالات وهو يعيد التوازن بين كل المستشفيات، وذلك ببذل مزيد من الجهود واعطاء الوقت الكافي للعمل المطلوب الذي يؤدي الى انتاج".
وايد فكرة استمرارية مجالس الادارة بحسب الانتاجية. وتحدث عن قرار اتخذته الحكومة سابقا قضى بانشاء مجلس امناء للمستشفيات الحكومية، لذلك وجب اعادة طرحه وتفعيله حتى يتمكن المجتمع المدني من تقييم عمل المستشفيات عبر التنسيق واعطاء الرأي وابداء الملاحظات.
وتناول الوزير خليفة موضوع الموارد البشرية وضرورة العمل مع مجلس الخدمة المدنية "لتوحيد حاجات المستشفيات الوظيفية واجراء مباراة استخدام موحدة لهذه المستشفيات بهدف الاستفادة من النتائج من قبل كل المستشفيات".

ثم كانت كلمة لمدير عام وزارةالصحة الدكتور عمار الذي اعتبر "ان نجاح المستشفيات الحكومية هو تحد كبير لان وضعه اصعب من وضع القطاع الخاص وان امكاناته المادية محدودة".
واكد "ان تجربة المستشفيات العامة، هي تجربة ناجحة ومحددة ولكنها تتطور بشكل مباشر وهناك جهود كبيرة لمواكبة كل المطلوب لناحية التوازن المالي".
واشار عمار الى "العلاقة المميزة بين الوزارة والمستشفيات الحكومية". واعلن عن "انشاء دائرة مستقلة تعنى بمساعدة المستشفيات العامة وتطورها وان دور مفوض الحكومة مهم جدا ويمثل ادارة المستشفيات في الوزارة".
ولفت الى ان موضوع التنافسية بين المؤسسات الصحية في القطاعين العام والخاص مهم جدا، لذلك "من الضروري معالجة كل ما تشكو منه، خصوصا لجهة الوضع المالي واعتماد الكفاءة في الادارة والتركيز على موضوع التدريب للكوادر البشرية والتأهيل".
وعدد عمار "الدورات التي خضع لها الطاقم البشري في المستشفيات العامة وابرزها الدورات المالية والادارية ودورات ادارة الطوارىء والاوبئة وانفلونزا الطيور".
وتناول عمار "مؤشرات الاداء المالية والصحية بهدف بلورة خطة لتطوير ادارة هذه المستشفيات في ما ينعكس ايجابا على تقديم الخطة الصحية المناسبة للمواطنين".

وبعد استراحة قصيرة بدأت اعمال الدورة وعرضت اللجنة مشاريع التطوير وفق التالي:

أنطوان رومانوس عرض عام عن واقع المستشفيات الحكومية التي أنشئت مؤسسات عامة لإدارتها  وأهم مرتكزات تطوير الأداء الإدارية والمالية والمحاسبية مع تحليل لمؤشرات الأداء
د. ريتا كرم عرضت مشروع ترشيد استهلاك الأدوية في هذه المستشفيات مع اقتراح آلية لتوحيد مشتريات الأدوية وإدارة المخزون
لينا أبو مراد عرضت واقع أنظمة المعلوماتية المعتمدة في هذه المستشفيات مع اقتراح توحيد لهذه الأنظمة مع إنشاء بوابة إلكترونية لهذه المستشفيات وإنشاء شبكة ربط الكتروني مع وزارة الصحة العامة وفيما بينها
